Tuggle, a Georgia native, practiced law in Georgia after the Civil War. He married Antoinette Cox and settled in LaGrange. From 1879 to 1882, he successfully represented the Creek Nation in prosecuting a treaty claim against the United States. While working with the Creeks, he kept diaries concerning the case and Native American society and myths, and prepared several manuscripts on Native American culture for publication. Current-Garcia was born in New Orleans, and was educated at Tulane University and Harvard University. A distinguished academic career as Professor and author included appointment as Hargis Professor of American Literature at Auburn University, and election in 1974 as the first Phi Kappa Phi American Scholar.
